Tzung-Jen Tsai is an associate professor of public law. She received her Bachelor Degree of Laws from NTU, Taiwan (1987) and her doctorate (Dr. ius.) from the University of Munich, Germany (1995). She was admitted to the Taiwan Bar in 1988. Her research and teaching interests focuse on constitutional law, state theory (Staatslehre), administrative law, and EU public law. She has been teaching in these fields since 1996. Her major publications include Die verfassungsrechtliche Umweltschutzpflicht des Staates (1996) , Constitution and State I (in Chinese, 2004) as well as numerous Articles. Professor Tsai has also served as commissioner on committees and commissions under various government agencies.
